With a great pleasure, I see a good number of visitors from England that open my blog.
I don't think my blog will interest you, because is an italian typical problem. I am going to try to explain: NCC (noleggio con conducente) is in Italy a public service, for much way similar at the cab (taxi) service, we transport people (passengers), but we cannot stay in the street waiting customers but in garages, the clients phone or send us a Fax, and from there we start the service.
Why this Blog? many typical Italian people that are recognized all over the world with definition cunning (furbo), without a real licence (we call these licence "burine") the have entered in our field, generally in Rome and now they pretend to work and they think is a social problem.
I have a regular licence from the City of rome and I am fighting against these illegals and unlawfuls.
Some of these subjects are only able to offend and threaten my person in the worse way, they are anonymous, because are anonymous they don't scare me.

Serious problems for limousine service in Italy
RispondiEliminaA STATEMENT CONCERNING THE SERIOUS PROBLEMS FACING LIMOUSINE SERVICES IN ITALY
With this statement our associations want to inform people worldwide what is considered a undemocratic attitude by the Mayor of Rome, Gianni Alemanno towards forty thousand Limousine Companies and their employees and families throughout Italy and Rome leaving the category WITHOUT AN INCOME in the middle of a Global Economic Crisis.
What is the reason behind this undemocratic action?
The Mayor of Rome, Gianni Alemanno made a series of promises during his election campaign to gain the vote of the Roman TAXI Lobby (approximately seven thousand cabs) to curtail the activities of the Private Limousine Services in Rome.
A little background to understand the present situation.
What do the initials NCC stand for?
NCC stands for Nolleggio Con Conducente which literally means Rent With Driver and is commonly known as a Limousine Service that offers a customised and elite service for business people, tourists, governmental staff, embassy personnel, etc. that need a more personal type of service then can be offered by a TAXI.
What comprises a NCC (Limousine) Service?
The Limousine Service is made up of very professional Drivers that are usually skilled in different languages while the vehicles are top of the line models and updated every few years.
The itineraries are customised to fit the clients needs while the price for the service is agreed upon during the booking arrangements which are made in advance either through an agency, a website or by direct contact with the Limousine Company or Limousine Driver that was used the last time the client travelled in Italy.
Travel Agencies, Companies and Private Clients FROM ALL OVER THE WORLD, can sign contracts with individual Limousine Drivers or Companies to take care of their Clients and Individuals with resevations, fares and vehicles.
What comprises a TAXI Service?
The TAXI Service is a first come first serve type of service with TAXI Stands that can be found in front of the major Train Stations, Airports, Downtown and Suburb areas in all major Italian Cities.
The TAXI will take the client to the destination point and the fare is calculated by the meter on the dashboard that displays the price which is based on a combination of distance and elasped time. Prices are also based on the time of day/night and the pieces of luggage.
TAXI Drivers and TAXI Companies CANNOT sign contracts with various Clients.
THE HEART OF THE PROBLEM
The City of Rome has about seven thousand licensed TAXI Cabs and about one thousand LIMOUSINES (NCC) permits. The last NCC permits were issued in 1998 by the Rome City Council while in the meantime the service requests have grown exponentially due to the increase in Business and Tourism. The Limousine (NCC) permits have not been issued to meet the growing market.
According to Italian Law, Roman citizens are allowed to use Limousine permits from other towns in Italy and work in Rome and other Italian cities.
The trend in Europe is toward a controlled liberalisation in the private Limousine sector while it seems that the present City Council has a different view on the matter.
The Roman TAXI Drivers seem to think that their business is being hurt by the Limousine Services and they do not take into consideration that the Italian law defines the two types of services as being completely different. The Mayor of Rome, Gianni Alemanno during his recent election campaign promised the Rome City TAXI Drivers that he would personally solve the out of town Limousine Services "problem" to garner the votes of the seven thousand TAXI Drivers and their families.
THE SCANDAL
RispondiEliminaGianni Alemanno was elected in 2008 with the usual number of promises and he did keep one.
February-12-2009.
The DECRETO MILLEPROROGHE which is a decree that covers a number laws that have to be passed in order to continue or delay already existing laws and rulings was voted on by 162 Italian Senators in favour and with 126 against.
Bypassing the usual checks and balances an additional paragraph was added the night before the Italian Senate voted on the Bill which was dutifully voted into law by the Senate House. This paragraph basically created a number of restringent regulations that will bar about forty thousand Limousine Services from being able to operate on Italian territory
With the introduction of this unconstitutional law, the Mayor of Rome, Gianni Alemanno has not only changed the regulations governing Limousine Services within the City of Rome but since this is also a national law it affects the whole country of Italy.
The Bill had to be passed by the House of Representatives otherwise the present Berlusconi Government would have fallen. At this point the new law governing Limousine Services is on the Books.
Here we could introduce a whole new chapter on how the Italian Government works, but we would be all bored to tears.
From this moment onward all the Limousine Drivers that carry out their usual methods of operation are in defect of the new law and are basically unemployed.
Thanks to the fantastic efforts carried out by the various NCC Associations an agreement has been drawn up with the Ministry of Transport, Mr. Matteoli to change the new law and update it to meet the liberalisation standards set by the European Union that becomes effective as of December 2009.
But until then what will happen?
Small businesses can not resist for more than one month without working.

A footnote must be added at this point.
The Italian Governing Council has agreed that the new law is not applicable and will be abrogated with new legislation that will be passed within the next few weeks. This does not mean that the Limousine Services are out of the woods yet, but at least the have managed to cross the first of many rivers.
